Discourse and Unequal Diplomacy
A Critical Textual Analysis of the U.S.-Iraq Strategic Framework Agreement

This study examined the U.S.-Iraq Strategic Framework Agreement (SFA), through the lens of Critical Discourse Analysis (CDA), to uncover power dynamics and ideological constructs embedded within its discourse. The research aimed to identify the textual strategies that shape power relations and influence diplomatic discourse. Adopting Fairclough’s (2015) CDA model, the study employed qualitative-quantitative research methodology to analyze graphological, lexico-semantic, syntactic, and pragmatic resources. Findings revealed that transitivity structures, modal expressions, and speech acts reinforce the U.S. dominance, framing Iraq as a recipient rather than an equal partner. The strategic use of euphemisms, metaphors, and overwording obscures power imbalance while presenting a narrative of cooperation. Despite its formal neutrality, the SFA embeds asymmetrical power relations, shaping Iraq’s political, economic, and security framework. Finally, a set of conclusions and implications are provided.
