The Ministry of Higher Education and Scientific Research is one of the important educational service institutions in all countries around the world. Its significance lies in its role in preparing qualified personnel for all scientific disciplines and providing the society with these human resources. Therefore, countries around the world strive to support this ministry and its institutions in all aspects. This research, titled "The Development of the Institutions of the Ministry of Higher Education and Scientific Research in Iraq 1968-1979 in the Files of the General Budget: A Historical and Documentary Study," aims to shed light on the state’s policy towards the ministry and its institutions.
The reader can observe through the progression of the research years the extent of development of the institutions of the Ministry of Higher Education, which started with three institutions and increased to 18 by 1976. The state’s policy aimed to support the ministry in two main aspects: human resources and financial allocations. Regarding human resources, the state continued to support the ministry and its institutions despite adopting an austerity policy during the years 1969-1972. On the financial allocations front, a review of the tables presented in the research reveals the scale of state support for the ministry and its institutions, demonstrated by a significant increase in financial allocations over the research years. The state did not limit itself to the regular budget allocations but also provided additional funds through capital expenditures and annual grants in certain years.
