Abstract

The aim of the current study was to explore the policies and programs for elderly care in the United Arab Emirates and compare them with those in selected countries, using a comparative analytical approach. The study concluded with several key findings, the most significant of which is the distinction of the UAE model in elderly care through an advanced legislative framework and a comprehensive national strategy that effectively integrates health and social aspects, ensuring a high quality of life and active social integration for senior citizens. The UAE stands as a leading model in empowering older adults to fully participate in various aspects of life, including decision-making. European models vary: Scandinavia offers free home care, France and Germany support family care, while Austria focuses on supported home care and promoting independence. In contrast, experiences in other Arab countries revealed a clear disparity in the comprehensiveness of policies, with the majority of these countries lacking integrated national strategies for care, particularly in areas such as home care and the connection between health and social services. Furthermore, the limited political participation of older adults in these countries highlights the need to develop more equitable and inclusive legislative frameworks and strategies that respond to demographic changes and enhance the well-being of the elderly. The study recommended strengthening and expanding social support programs for the elderly to include health, housing, and transportation, along with developing effective mechanisms to ensure their rights and provide the necessary legal support. Additionally, social protection and social security measures should be improved to ensure a decent and comprehensive standard of living that meets their needs throughout their lives.
