Wadi Al-Qura , Islamic Administration, Fiscal System in Early IslamAbstract
This study examines the administrative and financial structures of Wadi Al-Qura during the formative period of the Islamic state, from the first year of Hijra (1 AH) to the end of the first Islamic decade (11 AH). This era marks a significant transition in the region’s governance—from tribal, localized authority to integration under the emerging Islamic state. The research focuses on the administrative methods employed by the Prophet Muhammad ﷺ and the Rightly Guided Caliphs to manage the affairs of Wadi Al-Qura, given its strategic location linking Medina to the Levant and its economic vitality in terms of agriculture and trade.
The study reveals that Wadi Al-Qura underwent notable administrative transformations starting from 1 AH, including the appointment of governors and officials by the central state and the implementation of Islamic fiscal systems such as zakat, jizya, and kharaj, all regulated by well-defined legal principles. The research also explores the administrative tools used to govern the population, organize commercial traffic, and manage the region’s fertile lands, highlighting the balance the Islamic state sought between security enforcement and equitable resource distribution.
Drawing on a range of historical sources, geographical records, and Islamic legal texts, as well as prophetic traditions and caliphal policies, the research illustrates the nature of the relationship between the central authority and the local society, and its impact on forming an efficient and stable administrative model. The study concludes that the systems established in Wadi Al-Qura during this period were part of the Islamic state’s broader project to build sound governance institutions rooted in Sharia principles—contributing to political stability and economic growth in the region.
