Social Protection Policies in Iraq / Challenges and Obstacles
A Field Study in the Departments of the Social Protection Authority

Social protection policy is a fundamental, essential, and decisive process in confronting, combating, and reducing poverty. This is achieved by providing means and components of social protection for members of society, particularly vulnerable, weak, and marginalized groups. It also works to develop their skills and capabilities through the development and building of human capital, addressing poverty and fragility, and enhancing the ability of the poor and vulnerable to cope with their harsh circumstances.
Social protection policy may be marred by some failures, problems, and negatives that can weaken the efficiency and ability of this system to support beneficiary members of society. However, it achieves many of the goals and outcomes for which it was established.
This study aimed to shed light on social protection programs and the effectiveness of their mechanisms, demonstrate the importance of social protection programs in achieving human security for vulnerable groups, and identify the most important challenges and obstacles that hinder the regularity of social protection programs provided in Iraq. The study's most prominent findings revealed that the item "Financial and administrative corruption" ranked first among sample members' responses regarding the most important challenges facing the implementation of social protection policies, while "weak sustainability of financial allocations" ranked last.
The study's results also showed that the item "To a very large extent" ranked highest, at 60.5%, when asked about the extent to which financial and administrative corruption and the exploitation of influence and power contribute to widening the income distribution gap among individuals.
The most important recommendations are to approve the issuance of realistic social policies and programs as strategic options that enhance the developmental roles of social protection networks and to move forward in implementing the commitments contained in development strategies and plans related to social protection.
The study also recommended adopting comprehensive and renewable national policies for social protection, along with the continuous development and updating of Law No. (11) of 2014 to keep pace with societal changes in the country.
