Social services, including health and education services, are a vital component of improving quality of life and promoting well-being in urban areas. However, they face significant challenges due to the weak implementation of local planning standards and the impact of geographical and topographical factors. The problem of this study is to examine the extent to which geographical and spatial factors influence the distribution of social services (education and health) and the level of satisfaction of residents in the Al Zahraa complex. The study assumes that the effective application of local planning standards contributes to reducing the disparity in the distribution of social services (education and health) and increasing the satisfaction of residents in Al Zahraa complex, through improving planning processes and strategically utilizing geographical factors.
The study's objectives include assessing the reality of the distribution of social services, both health and educational, within the Al-Zahraa complex in the city of Mahmoudiya, measuring the level of residents' satisfaction with them, and analyzing the extent of compatibility between reality and planning standards. The goal is to provide practical recommendations for improving planning and distributing services more equitably and effectively. This study is conducted using a methodology based on a field analysis of the reality of services using statistical tools and geographical maps, in addition to surveys to measure population satisfaction, allowing data to be compared with 2018 standards and identifying gaps in distribution.
The results showed clear disparities in the distribution of quality health and education services, due to weak adherence to local standards, as well as the lack of a health center within the residential complex. This reduces resident satisfaction and widens development gaps. Therefore, the study recommends improving the application of local planning standards to ensure a fairer and more efficient distribution of services, enhancing technological infrastructure, and improving maintenance practices, by actively involving residents in planning processes to raise awareness and meet their needs more accurately and efficiently, we ensure balanced and sustainable urban development that meets residents' aspirations and achieves comprehensive development for the region.
