القوة الناعمة الصينية وآثارها على الدول العربية
(الخليج العربي نموذجا)

تناول هذا البحث دراسة القوة الناعمة الصينية واثارها على واحدة من اهم المناطق في العالم وهي منطقة الشرق الاوسط وكانت منطقة الخليج العربي نموذجاً للبحث ، وقد تبين انه من خلال القوة الناعمة يمكن لدولة ما إختراق دولاً اخرى عن طريق مجموعة متنوعة من الادوات دون اللجوء إلى القوة الصلبة . وقد تم التوصل الى ثلاثة مقومات للقوة الناعمة؛ الثقافة و القيم السياسية و السياسة الخارجية ، اذ ان القوة الناعمة لا تعني الأهتمام بالمصالح الوطنية فقط وتجاهل مصالح الاخرين ، ومن خلال التعرف على مقومات القوة الناعمة الصينية التي تم التعرف عليها في البحث وتبين تعاظمها المستمر فقد استطاعت الصين بناء قوتها الناعمة في مجالات شملت (مقومات سياسية واقتصادية واجتماعية وتكنلوجية ) . وقد لعبت ادوات القوة الناعمة الصينية وهي؛ الثقافة و السياسة الخارجية والقيم السياسية دورا مهما في إرساء مبدأ السلم والتعاون الدولي والاقليمي ومن خلال سعي الصين ايضاً في سياستها الخارجية إلى خلق بيئة آمنة للنمو الاقتصادي ، وتجنب الصراعات والنزاعات والانفتاح على العالم. وتوصلت الدراسة الى ان هناك اثار للقوة الناعمة الصينية في منطقة الخليج العربي لاسيما وان الصعود الاقتصادي الصيني جعل من دول الخليج العربي المورد الاول للنفط ، كما ان استثمارات الصين في منطقة الخليج العربي في شتى المجالات قد ساهم في تاثير ادواتها الاقتصادية في المنطقة ، ومن جهة اخرى فقد ازدادت الصادرات الصينية ومن بينها الصناعات العسكرية لدول الخليج العربي واصبحت تحتل مراتب متقدمة في جدول وارداتها . اضافة الى ان الصين تسعى الى ايجاد دور مهم لها في المستقبل في حماية خطوط الملاحة الدولية في المنطقة لحماية مصالحها الاقتصادية المتنامية. اما سياسياً فقد تبين ان الصين تؤكد دوما على عدم تدخلها في شؤون دول المنطقة وسعت الى المحافظة على استقرارها ما كان له دور رئيسي في تنمية العلاقات السياسية بين دول الخليج العربي والصين .
