مطلب الارض ومطلب الامن في كفتي ميزان العلاقات الحدودية العراقية الكويتية

برزت مشاكل الحدود بين العراق و الكويت في اعقاب غزو العراق للكويت, وما نتج عنه من قرارات دولية بتأثير الولايات المتحدة الامريكية التي قادت حربا دولية لإجبار العراق على الانسحاب من الكويت وكانت تلك القرارات تحت الفصل السابع و أجبر العراق على تنفيذها مرغما.
كان احدى هذه القرارات الدولية اعادة ترسيم الحدود بين البلدين و قد منح هذا القرار الكويت امتيازات كثيرة على حساب الاراضي العراقية المجاورة للكويت وهي غنية بالنفط (حقول الرميلة الجنوبي). كان ذلك القرار ذو طابع سياسي وأمني بالدرجة الاولى ولم يأخذ في نظر الاعتبار و بنفس الدرجة الجوانب التاريخية والقانونية, والاهم هو الجانب الجغرافي عند تطبيق القرار. لقد اعتمد القرار على منح الارض لتحقيق او للوصول الى الامن للكويت الا ان هذا القرار, وبهذا الشكل, قد اسس لمشاكل و نزاعات ربما تنشأ مستقبلا .
من هذا المنطلق , يقع علينا كجغرافيين و مراقبين للأوضاع السياسية والأمنية بين البلدين ان يكون لنا دور في تقديم الحلول الواقعية و العقلانية التي ترضي جميع الاطراف مما يؤدي الى حفظ الامن و السلام الاقليمي و الدولي خاصة وان البلدين يقعان في اهم و اخطر مناطق التنافس الدولي في العالم ( الخليج العربي). ختاما, نحن ندرك بان الارض تحقق الامن و لا يتحقق الامن بسلب اراضي الطرف الاخر.

لا يطلب الإذن في الحالات التالية:
